You can wear the banners on your head by placing one in your inventory's helmet slot. When you do so, your player will emit particles - of the same color as the banner you're wearing - below your feet
The first banner is mailed to voters when they first reach the streak of 200. Banners are then awarded after every 100 new streak increases, until the 16th banner on streak 1700.
