I thought we also had to wait 3 hours after the last bid or post before bumping, but I could be wrong, just asking for clarification.

If something has a red background, and says "This item is currently disallowed from auctions.", it means that it can not be auctioned at all, no matter what the conditions or amount is.

You can make auctions with as many promos as you want.

And yes you can, as long as they agree with the auction rules.

Well, I consider the Getting Started book and Starter Gear promo items as they are given for free when you join. However, they are not on the wiki. Does this make them actionable or not? Thanks

The armor can be auctioned, as they are enchanted. Not too sure about the book.
