And this is what will doom the invasion. India is striking forts amd hideouts, but without a strong Air Force, they cannot defeat the fortifications.

Stop building Battleships. They're massive investments of Capital and having too many is unsustainable. You'd have bankrupted yourself 10 times over at this rate. Build Destroyers and Heavy Cruisers instead.
