The Caliphate's parliament system and congress is flawed, as the Caliphate is meant to be a theocratic state with a leader chosen through religious and traditional practices, or through force. However, the sheer amount of groups and factions gripping onto being the next leader is extraordinary, and an election HAD to take place. Ashqar is saddened by the SEU's switch of mind, but would prefer to work with the UBR rather than a large unstable nation.
After extensive negotiations between Seoul, Beijing and Moscow, they have agreed to be co-capitals. Moscow: Seat of the Military. The 80% finished foundation of the Palace of the Soviets will be converted into an equally grand Military Headquarters, named "Headquarters of Defense". It will effectively be an office building that is somewhat fortified against potential attack. This headquarters will mean that Russia is responsible for the Military. Beijing: Seat of the Congress. The 82% finished foundation of the Palace of the Soviets will be completed as planned. Beijing will get to host the Congresspersons, and get to show up great on the propaganda reels. Their possession of the Palace means that China is responsible for the Congress. Seoul: Seat of the Leader. Seoul will get to host the Black Residency, the home of the PL. While not as glamorous as the other two, Seoul is the underdog between the three cities and having the home of the PL be there is prestigious. Their possession of the Residency means that Korea is responsible for the PL. SEU has also decided to expand the trans-Siberian railway from Moscow to Busan. SEU can also expand it into UBR and Mongolia if they want, although they will have to bear the costs of building. This will improve exports for the SEU, and allow them to expand upon the Belt Initiative. The SEU is also experimenting with High-Speed Rail, because SEU wants to make trans-Siberian shipping attractive and for that high speed is required. By ship, crossing Siberia takes months. By plane, it takes days. Then by rail, it could take mere weeks. SEU is experimenting with 200km/h rail, although this is as of yet not entirely successful. However, the first low-cost high-speed rail lines are expected to enter service at around 1960 and the entire trans-Siberian network could be covered by as early as 1965. SEU is uniquely suited for good rail lines, and they know it. In any case, SEU has finished the first round of testing with RBMK. It isn't too dangerous, but it still has a risk of runaway and strict protocol has been imposed to prevent accidents which would look very bad and make SEU look like a laughingstock of the World. RBMK however is planned to be phased out by LWRs by 1960. All new reactors built by that date will be LWRs, and RBMK reactors will be shut down within 30 years of service to prevent catastrophic accidents. SEU believes that Ayyad is frankly cruel, and that he is not much better than the Saudis at a personal level. The SEU is currently doing a lot of high-budget projects (most of them for the Public Good) and has raised taxes. This is unpopular, but right now the Military is asking for more funds and SEU has decided to fund the MiG-21 project.
Mussolini is still very much alive, and now Mao has tried to make a deal with him. Effectively, SEU wants to help them rebuild the glory of the Roman Empire. While SEU does not like SNE, they are rather more cool with Italy. SEU agrees to pull out of what was once the Balkan Federation and turn it into an Italian puppet state, as well as try to negotiate a union between Italy, Switzerland and most of the former Austro-Hungarian Empire, with a slightly Italian/Roman theme to it. In return, Italy will be more favorable towards SEU in the UN. act to further some SEU interests against the Caliphate and to constrain their influence in Northern Africa and the Black Sea (OOC: the SEU and Caliphate have fundamentally incompatible ideologies, one Atheist one Islam. All three of the factions do, really.). SEU wants Italy and their "New Roman Empire", to help them constrain the Caliphate in the Black Sea, which has been incredibly problematic for SEU in Eastern Europe as the Caliphate was always a thorn in their side. In any case, Mussolini is celebrated. Italy made off with half of the Balkan Federation (and is about to eat the rest), a much strengthened industry, military and economy, and most importantly has made Italy into a strong nation again, now relevant on the world stage as one of the G20 world economies.
The SNE rejects this deal. Making it the "New Roman Empire" would cause problems in the SNE. A country that is more aggressive than the rest. Trading and other peaceful deals will be allowed, but not SEU Intervention.
SEU bluntly states that they're pulling out of the Balkan Federation whether SNE likes it or not (excessive maintenance costs make it less than worth it, and they had plans to pull out anyway) and that they're giving it to Italy. SEU is still trying to get Switzerland to open up, without much success. In any case, money launderers keep escaping into Switzerland and SEU wants to extract them.

Size has been a massive headache on SEU for years and SEU has gone to truly ridiculous lengths to overcome their size problems to various degrees of success, and India has also had their own problems.). High Tier 1: SEU Tier 1: India Low Tier 1: The Federation, SNE, Sunayyad Caliphate High Tier 2: UBR, Indonesia. Tier 2: NAE, DRC, Italy. SEU has decided to improve their rations again. They have decided to integrate matches and Hexamine fuel tablets into the ration. They will be able to heat up the food with their mess kits. In addition, they have given them enough water purification tablets to drink and to make beverages. SEU has standardized the individual Field Ration, of course there are variations for different purposes, mountain rations and immediate, compact survival rations. This is a 24-hour, compact ration. While high in nutritional value, it is not particularly delicious, trading these off for more east and less cost of manufacture. The mess kit allows the use of Hexamine Fuel tablets. 3 Entrées, Breakfast, Lunch and Dinner. For the Chinese and Koreans, Rice, and meat dishes are provided. Pork and Chicken is a favorite of SEU, and Beef is used sparsely mostly for the cost saving purposes. SEU has extensively reimagined beef recipes in Pork and Chicken just for this purpose. For the Russians, SEU has biscuits, Pashtet and various stews. For Australia, they just copy off SNE. 3 packs of various foods, mostly salty biscuits, cheeses and meat spreads. Potatoes and vegetables are extensively used here and fulfills fiber intake. Low quality food is used here for cost saving purposes. Some candies (mostly sugar lumps), jams (low quality), Glutinous Rice Treats (because I loathe the term rice cakes. I know the Glutinous Rice Treats well, they are not cakes. For China and Korea only.), okay quality. Cookies (for the Western parts and Australia), decent quality. 4 Hexamine Fuel Tablets (burns well) Several Water Purification Tablets (high quality) Matches (high quality) Napkins (low quality) 4 mints (mediocre quality) Powdered Instant Beverage (mediocre quality) Tea (mediocre quality), mostly green tea. Nutritional Supplements, supplies soldier with nutrients that are needed for long-term survival. It allows the use of this ration to be extended for 14-28 days if needed. Disproportionately expensive, and sweetened with Xylitol (has mild laxative properties. This is intentional and exploited by the ration designers.) SEU hopes this new ration will satisfy their troopers. This is a big expense for SEU (hexamine fuel tablets do not come cheap, nor to any of the other things SEU added) and a step up from the previous ration in many ways.

The SNE rethinks their stance about Italy and the SEU. With the SEU withdrawing from the Balkan Federation the relationship with the SEU and Italy is bound to happen. OOC: I legit forgot about the Balkan Federation and the SEU withdrawing from it.
The Palace of the Soviets will be well guarded, as well as capable of growth. All people coming in and out are monitored, and the Palace also serves as a bunker. In addition, it is structurally sound and reinforced. Effectively, even a 747 crashing into it would not destroy the Palace. It can take a lot of damage and remain standing. In addition, the SEU PL gets some good protection as well as gadgets. He is supposed to carry around a Nuclear Briefcase, with a giant radio, a BETA encoding machine and codes inside. This Radio contacts the DEAD HAND headquarters, who in turn contacts the other 3 officials. The PL and the Secretary of warfare and defense are the only ones that can initiate a vote independently and have a Nuclear Briefcase. (cannot control results). If the Nuclear Briefcase is compromised, SEU will go onto full lockdown. In addition, SEU has a PL's car! "Car 1" has a titanium alloy and bulletproof glass than can stop a .50 BMG. In addition, it is armored heavily. It contains dried blood plasma, rations and water. It has a spare tire and is completely sealed with tanks of compressed air to reduce the risk of fire. In addition, it is very energy-inefficient and requires a massive gas tank. Produced and designed by a SEU company, it is made of only the finest materials. Despite the modest living of the SEU PL (in a normal house, eating normal food, although there is a massive complex of offices and people in an adjacent building that the PL goes to work to and hosts guests), in matters of transportation SEU spares no expense.
The construction of the Chernobyl power plant is coming along well. SEU has prepared many fuel rods, and the Nuclear Submarine is going excellently. SEU has planned 4 more RBMK power plants, and SEU is planning some LWRs. In any case, SEU is super enthusiastic about Nuclear Power Plants and wants dozens of them.
OOC: Did not get notifications for this for some reason The Caliphate dismisses Mussolini's plan to bring back the Roman Empire as a laughable achievement. The Caliphate remarks their own success, building from the Abbassid Caliphate to the Ottomans to now the biggest Islamic empire in history, bigger than the Roman Empire. The Caliphate researches into Nuclear Energy and develops their first prototypes for a Nuclear Reactor. They use advanced security and safety systems, making sure that safety is the 1st priority. In 1 year the Caliphate expects to have created nearly 6 Nuclear Reactors spread to the main cities. As far as water and energy goes, the Caliphate makes sure to make water government owned instead of company owned, denying the ability to export water. Water is drained from aquifers or rivers. OOC: Honestly i'm insanely bored of this game, dont know how much ill be active anymore.
Currently, there is only 1 self-sufficient economy in the world; the Socialist Eurasian Union. However, I'm going to refer to their economy as semi-self sufficient, as their economy would crash without foreign trade, as in they are completely embargoed by every other nation, which would literally never happen. (although they would recover. Most of the other nations would keel over and die.) Unfortunately for the SEU, home-grown Oil is insanely expensive; despite their massive oil reserves they have a crazy-large population to satisfy, as well as the rest of the Soviet Union (they annexed the only other nation with significant oil reserves) and the SEU Economy's gig is manufacturing all sorts of goods from incredibly simplistic ones to high-tech goods in vast amounts, not digging crap out of the ground and selling it, and thus SEU's oil processing technology is not the best, (greatly inferior to the Caliphate but still better than average). Also, one of their biggest trading partners is... India, for whatever reason. These two are constantly in a state of quasi-war. They are constantly violating each other's sovereignty, but both sides have a "healthy" illegal black market and after a while a massive legal market that both nations can't be bothered, or can even possibly stop within reasonable ability. If they tried, a good portion of their provinces would likely go bankrupt and the two titans have no desire for that to happen and circumstance is driving them towards limited cooperation, whether they like it or not (hint: they don't.) SEU imports: Oil. Oil. Oil (mostly from the Caliphate. The Caliphate makes a lot of money off this.). Various tech they can't get their hands on easily. Various foods they can't produce domestically, for obvious reasons. SEU exports: Manufactured goods, Oil to the rest of the USSR, various foods to the rest of the Soviet Union. Their economy is heavily reliant on manufacturing industrial goods. This is why they import many luxury goods, SEU simply does not have the capacity to make it themselves. They can produce everything needed to survive (from the highest-tech to the most mundane), but not much else. For example, SEU has the capacity to produce TVs, Radios and the such. However, they don't have the capacity to produce exotic fruits, nor can they make wedding rings. One of the unfortunate side effects of the massive reliance on manufacturing and not things like banking is the massive amounts of pollution they are pumping into... everywhere and anywhere. As of now, SEU is trying to clean up the factories and install environmental regulation. This is moderately successful, it is not a big hit but it works just as intended. The smog on some cities is infamous, and SEU has ordered a move of some of the worst offenders inland so that they don't make everything worse for the city-dwellers.

that is, lighter shells for a higher muzzle velocity to some extent as a compromise between British and German designers; however, these guns underperform compared to their 55-Caliber SEU counterparts and their 45-Caliber Caliphate counterparts, their SEU counterpart having nearly equal muzzle velocity and a much higher shell weight, and the Caliphate guns being suited to more multipurpose roles. The SEU guns are simply stronger versions of everyone else's guns with excellent characteristics all-round, but SEU has paid their price by being rather overweight, and having a slightly slower firing rate. This ship's guns are placed in 3 4-gun turrets, and this has allowed her to save some weight at the expense of loading time (however thoroughly offset by the high firing rate of German-style guns) and reliability. Their only Dual-Purpose gun is large (5.25 inches), and it has 22 guns. However it is very powerful and has a strong shell weight and muzzle velocity, and can be said to be better than the SEU dual purpose gun, although there are more of them on the SEU Battleship. In addition, this ship is very heavily armored but armored according to the turtleback philosophy that is outdated. It seems SNE never truly caught on to this. However, it is suited to SNE's needs in many ways, as it is very suited for close-range combat and is actually very well designed to cram everything needed in the armor, which can be said to be a semi-all or nothing scheme. The AA Armament is rather light. However, it is rather varied and has a healthy mix of 20mm and 40mm guns. Its battery is well varied and able to fight Aircraft well; it is however slightly limited by the fact that many of them are 20mm rather than the heavier 40mm guns, which lack stopping power. It also has a very short range (although longer than some Japanese Battleships), because it was built for European combat. She has a faster cruising speed than her counterparts. Her name is because she was built in a German shipyard, but it is this: "Great Europe", reflecting the SNE's nature during that time. Designed to fight the other heavyweight 90k+ Battleships that were built during the time period, she can be said to be the crowning Gem of the SNE shipbuilding industry.

There are certain limitations to them; they have a very slow rate of fire, this is because of the natural limitations of the size of 508mm guns. Now, these shells are excellent armor penetrators and cause good damage individually. However, the frankly abymsal fire rate and mediocre accuracy (1.125 rounds per minute (Caliphate) vs 1.6 rounds per minute (SEU) vs 1.71 (SNE)) limits her long-range combat capability and in short-range combat she would be torn apart by 18-inch rounds. What she excels at is medium range combat; her relatively mediocre accuracy means little when most of one's shots land. Despite SNE's fast fire rate, their shells lack penetrating power at long range due to their nature. In the medium range, her 508mm shells can outpenetrate SEU's superheavy 457mm shells, not to mention SNE's 18-inch shells. In any case, she has a decent range and performance. Due to her sheer size, she is able to cut through the water with ease and is an excellent and comfortable seaboat. She is a steady gun platform which partially makes up for her lesser accuracy, although the SEU fire control Radar and integrated Mechanical Computer system means that she is outclassed in this department (as is every other ship). In addition, she is a comfortable seaboat and rides out heavy weather easily. All the superbattleships are honestly enormous and all able to ride out some degree of Heavy Weather by virtue of sheer mass, but she is particularly good at it. Her main armor belt is 510mm thick, although the lesser angling means that the protection is not the best, it can still resist SEU 457mm shells at medium and close ranges. She is armored according to the all or nothing scheme, and has only 76mm of armor at the ends. The upper armor is 254mm, but the deck armor is only 203mm thick, a slightly concerning problem for long-distance engagement because the SEU 457mm shells can penetrate this relatively thin deck armor. The SEU Battleship Yi Sun-Shin has the nest deck armor, but her strong main belt and upper armor will keep her fighting in a medium-range Battle and able to attack her enemies for longer. In any case, she has excellent attributes. However, her top speed is only 28 knots and most of her potential opponents can dictate the engagement as they wish. This is problematic especially against Yi Sun-Shin, because she can simply keep away and lob shells. However, she is very well protected in any case and has the highest armor-to-weight ratio out of all the superbattleships with 40% of her displacement dedicated to better protection. Her torpedo defense system is on par with the other superbattleships. She is also of lower displacement than the other two, perhaps because she uses 508mm guns as opposed to more 457mm/18-inch guns as well as having a lower speed. This is rather good for economic reasons, as this means that the shipyards needed to build her do not need to be as absurdly large as that of her counterparts, particularly Yi Sun-Shin (who is so absurdly large that SEU was forced to spend massive amounts of money rebuilding the entire Panama Canal and building 2 docks).

This is directly due to the fact that SEU naval doctrine was heavily influenced by American naval doctrine. American doctrine emphasized well-roundedness and firepower, and SEU has taken note of this. It can be seen in the nature of this ships's guns; despite the fact that it is only 457mm instead of the other options (such as 508mm guns), in its massive shell weight and powerful muzzle velocity. It is also rather accurate and very long range. This is the most essential part. Its armor protection is concentrated around its main belt and upper armor; deck armor is relatively lacking because the weight was growing out of control. It is well angled and designed to withstand 508mm shells. This main belt armor proved its mettle against Japan's ultra battleship (that nearly bankrupted it) when it withstood 510mm shells from the Japanese Battleship. In any case, its armor is rather lacking for a ship of her size; however she is optimized for long-range engagements and she acts as such; she has a long range, reasonably fast speed and accurate guns that are designed to kill opponents before they can get close. Her abysmal maneuverability is also compensated for by excellent torpedo protection and great AA guns; she is designed to have a Destroyer escort at all times, as evidenced by her ability to act as a tanker for her smaller kin. Her secondary armament consists of 24 38-Caliber 127mm guns. While inferior to the SNE guns individually, there are 2 more guns and the SEU gun can fire much faster than the cramped SNE counterpart. The Caliphate Battleship has an equal number of DP guns, and their secondary batteries are effectively equal. With 200 40mmm AA guns, this Battleship has the heaviest AA armament ever placed on a Battleship. SEU never developed a lighter AA round because it had insufficient stopping power against heavier targets, and SEU was forced to fight off waves of Kamikaze when fighting with Japan; attempts to use the Oerlkion 20mm AA round ended in disaster for SEU as they were repeatedly hit by kamikaze. Since then, SEU has had a preference for larger AA rounds to not repeat such failure. The reason for its massive size growth and relative inefficiency is because of the fact that it has a truly monstrous range and is able to operate for vast periods of time. In addition, she has massive food stores onboard and an excellent damage control system, resulting in her having massive amounts of weight and shaving off armor to attain this. Her armor is simply not good for close and medium-range engagements; her SNE counterpart would tear her apart short-range, and mid-range she is still only able to barely fend off by her rivals. What she is good at is long-range combat, and SEU used her as such.

Theoretical. SEU built 2, but they had a massive shipbuilding industry (admittedly copied from the USA). These ships are so absurdly large that they would need special docks to build them, which SEU built.
The UBR is proposing the Traffic Signal Convention. It outlines what each colo(u)r means on a normal, standard traffic light. Red only - Stop until light changes Red and yellow simultaneously - Begin to accelerate, the light is about to turn green Green - Continue on your route Yellow (without red) - Clear the intersection Flashing red - Stop, then proceed if intersection is clear Flashing yellow - Slow down, then proceed if intersection is clear Red, yellow and green simultaneously (non-flashing) - Proceed through the intersection as quickly as possible, then pull over once past the intersection Red, yellow and green simultaneously (flashing) - Slow down and pull over to the side of the road without going through the intersection Red, yellow and green simultaneously is for emergency vehicles. At a traffic center, someone can over-ride a specific series of traffic signals for the route to be cleared so that emergency vehicles can quickly pass through to their destination.
SEU believes numbers 1, 3, 4, and 8 should be adopted as the rest is just confusing, special signs can be used for special cases, and drivers should have a minimum of common sense. Also, Police exist and can perform many of these roles.
The SEU decides to launch a campaign of environmental friendliness; the Han river is filled with industrial waste, and SEU does not like having their rivers filled with waste. Thus, SEU is telling factories to shoo from major rivers and to heck off to minor waterways or the Ocean, and to stop polluting so damn much, because the Rivers keep lighting on fire and SEU does not like that at all, that's bad for tourism. In addition, several scientists have shown up and demonstrated the harmful effects of Lead to the human body. Thusly, SEU has banned the use of Lead in Fuels and most other products (such as paints), with it being selectively allowed in some products with no other replacement, to take effect in 1960; this should be enough time for the industries to research alternatives and for them to find replacements to Lead. In any case, SEU is also looking into recycling; recycling Aluminum is very promising, and many other products are also attractive for recycling. Despite protestations from the Plastics industry, SEU is looking into mandating recycling for most types of Plastic (that can be recycled anyway) as soon as they develop the methods. The quality of these will be questionable, but SEU was never known for "quality products". In any case, this will help reduce dependence on Caliphate Oil for their products; SEU's main goals are environmental friendliness, efficiency and self-sufficiency and SEU is trying to achieve that. In any case, recycling can be messy work and SEU is instituting regulation to make sure that recycling does not hurt too many people. SEU wants to be able to recycle things, but not at the cost of safety.
