A friends list would be amazing for actually tackling the dragon tombs itself as you can 'buddy up' before hand. The friends list really appeals to me as its much easier than doing /p all the time to check and i think little polishes like this would improve the empire a great deal, especially to new members

i agree id definately put it soon after dragon tombs at the very least if not in between 3/4 and 4/4 dt updates i think new and old players alike will be alot more satisfied if dt comes out a little beforehand however then a weeks worth of time to polish the friends list then introduce that to help with DT
