It will be called the peace and war treaty it states that in times of war with any country in the treaty all of the others must raise arms and help defend that country it also states that refugees cannot be turned away from borders of participating countries unless of extenuating cirumstances(these being sickness or natural disatser)

It should take a while to negotiate such a large treaty.
The Empire negotiated an ETHICAL commision treaty and it took 2 years.

yes the UFOS knows this and they are prepared to wait 2 years while negotiating the treaty

the UFOS army is making steady progress on it's way toward Sydney as the Oligarchy could never decide on what to fund so even the army we are encountering is offering very little resistance(most of them just want the Oligaingrchy gone and aren't really resisting at all

Remember, the GAD was palatable to everyone involved, and it still took 2 years.
It should take even more than that.
