  17. This was due to that improper thinking that Mojang added with 1.6. Basically, they made it so that if a chunk is loaded a long time and a momentus shows up in that chunk, it's going to be Godly powerful. The longer it's loaded, the more powerful it got. We changed it so chunk loading doesn't affect power anymore on Empire mobs.
