It’s a known chemical used in firefighting, and we wear our own face masks and oxygen supply around it, and store it in enclosed tanks. That should tell you all you need to know about this.

The problem is that you didn't say anything about where it's actually used. That makes the question a bit strange. No. If we banned water, H2O, Dihydrogen Monoxide, or whatever you want to call it, we would all die in days.
I'm pretty sure it would still be used by many, who choose to break the law. Others could drink milk. Although there's water in milk, so perhaps that'd be banned as well.
With enough exposure to Dihydrogen Monoxide, you’d be dead in minutes. Sounds like you need to re-evaluate priorities.
