USSR invites Laos, Iceland, Spain, South Korea and Japan to a standard alliance. USSR has fully established the Bir Tawil colony. The colony is declared an Outpost of Socioeconomic Progression (OSP), and due to its success, the USSR deploys another troupe to Marie Byrd Land, an unclaimed Antarctic territory, and claims it to be their territory. The USSR apologises to the other countries as coming across as suspicious, and gifts them a 1 square kilometre space in Moscow which they may use for embassies. The USSR also deploys a few troupes to establish Aquatic Citadels, cities in the middle of the sea representing what we believe to be a new human determination to colonise our planet's waters. The first citadels will be located about 20 miles off the North coast of Cuba, 20 miles off the South coast of some Indonesian islands, and 20 miles off the coast of Rio de Janeiro. We claim all waters in a 10-mile radius around the Citadels to be USSR territorial waters.
Upon hearing this "gift" from the USSR, England sends out 2,000 troops to scan the area for listening device, explosives, ect.

We've got a huge surplus of food and ores, we have some sleek irrigation and purification technologies, and we can give some citizens Diversity Visas to England if you want, and we can get you set up on a cool trade route. And hey, Sudan's part of your empire, they border the Bir Tawil OSP, we could easily get a trade route set up there.
Spain finds this suspicious, so they send in a spy to the USSR to hold a USSR government member captive.
