USSR is told by the UN (on the advice of Canada) to abandon all territory outside of the Soviet mainland, or else the USSR shall get a legitimate banhammer. The USSR reluctantly obliges, and summons all troops patrolling Marie Byrd Land to provide a huge escort to Project Diplomacy, having the Project moved to the furthest point in Soviet territory from the seas or borders. Project Diplomacy is close to completion. The USSR also pays Iceland a jovial thank-you for engaging in an alliance, gifting them 100 barrels of oil, as well as having an embassy built in Reyjavik, and setting aside a space for them to build an embassy in Moscow. The USSR also accepts Brazil into the Progressive Community and, seeing they are interested in even tighter integration, engages in talks with them.
What the heck is anti-material? Laos accepts Canada's offer, and cuts all tariffs from Canada, as to attract buisness to aid their economic growth. With high amounts of raw material, but little infastructure to support refining it, Laos lowers all taxes on exports and imports, and loosens immagration and buisness regulation, by allowing citizens to establish private businesses. Laos begins developing anti-aircraft guns, and upgrading all military vehicles. Laos wishes to ally with any communist countries, as well as the United States. Laos, unsure of forming an alliance with such an "infamous" country, but wanting to attract even more buisness, abolishes tariffs and export taxes to Russia, lower requirements for Russians, and Canadians, to get citizenship and make it easier for them to start businesses. Laos encourages Russia and Canada to make similar measures promoting trade, if they wish.
Laos wishes to ally itself with the only other currently existing communist country, Vietnam, to a defensive pact, and to loosen regulation on trade between the countries. Also, it seems like Volt isn't trying to make puppet states, like some of you seem to think, but more like a less integrated EU.

Canada's project is done! Its something the world has never seen before, a satellite. It has a beacon that will broadcast for 5 months before going out. The signal is put on a unused public channel, for the whole world to hear.
Reminds the United States that such a talk is preposterous, since man has not even sent anything into space yet, much pess a settlement. To progress to such technology, they would need to invest heavily in its precursors, and then aid other countries in their space efforts to collaborate on such a large project.
It wasn't just a 'Cold War name', it was a country in its own right The USSR and Brazil both draft and ratify a Declaration of Unification, making them a single nation. The new nation shall be hereby known as Progressia. Progressia completes Project Diplomacy, the outcome of which shall remain a secret. The project recommendations are acted upon as appropriate. Progressia then begins work on Project Yttrium, the purpose of which is also secret.
It should also be noted that this satellite is just like the real like Sputnik, it only broadcasts a beep, as its only to see if it was possible. A satellite for more practical uses will be coming soon.
Canada allows the USA to assist on a new satellite, most likely a weather one, as that can help many people. Canada also asks the USA to join a pact with Canada, saying that neither country will become part of another.
