not nescicerly since you would have to make all the same cuircuitry such as t flip flop, and gates, rs nor latches and other ones it would still be the same concept of making it with redstone but with the challenge of making it without redstone. i've made a full autamatic london underground style rail system using no redstone what so ever i just used track and dector rails to power the nesserciary components including a delay system without repeaters.
