the PFF this whole time has been working on nationwide wifi using a unique attenuator that carries signal from connection to connection. Hacktivists with free secure internet now begin infiltrating north korean sites and connections stealing information in protest of their hostile intentions. The government denies these actions are sanctioned and insists that its lone wolves not connected with it.

Well, higher up people in the government do have access to the international internet, and the citizens/other ones of North Korea have access to an internet that was created by North Korea, that of course doesn't hold any information that would be worth hacking. TRoK sends a counter-attack with occasional stealth bombers bombarding the North Korean military past the DMZ.
so you line of site target your missiles? does your government have emails? all this and more is hackable the pff watches in amusement as chaos rifles through the north korean bureaucracy faxes sent to the wrong places, missiles going awry, incorrect orders sent down the pipeline all sorts of misleading information put out. keeping close watch on the chinese border pakistan continues business as usual. and begins work on a prototype high altitude light winged aircraft. the benefit of these is that they can launch from pretty much anywhere and are cheap and easy to replace, whilst also providing a variety of functions including surveillance and payload delivery
The PFF promotes gun safety and offers training to anyone interested in proficiency on their chosen weapon. local militias show up in droves and are offered classes in cleaning and zeroing sights. The country is now incredibly proficient in marksmanship and has had cleaned and fixed some of the older soviet era weapons lying about the countryside.
Now that much of Seoul is destroyed, 80 tanks are sent in to secure the area, and an airstrike team to patrol the sky. The construction of bomb shelters for citizens and troops is started. Estimated to be finished in 10 posts. The government also begins working on developing a very secure encryption algorithm. This should stop the chaos the PFF is causing.
Destroying tall buildings don't determine the status of a city. Seoul is right now being used as somewhat of a military base, anyways, The bombers destroy most of the tanks before they even reach the DMZ, the stragglers are met with force by the smart-bombs, and the airstrike team is targetted with anti-aircraft artillery on the ground, and a small amount of TRoK's airforce.
More missiles are launched. They target the antiaircraft guns. Endless barrages of missiles sweep over the city every hour. Meanwhile, the encryption is complete and in use!
