When a player joins the Empire, they are asked (optionally) to tell them who referred them to join the Empire. When a player puts in a username, that username is recorded and put in a leaderboard. Basically, it is a contest to see who refers the most players to the Empire monthly.
At the beginning? Of the forums? Because when I joined the forums I was never asked, neither was I when I joined the Empire.
You can use an Empire Minecraft banner on other forums (which is one of many methods). I'm no expert in referrals: I'd ask FDNY. He's the king of referrals.

Huh, that's funny. =P When I got my 1st alt (cadenwoman2002) I was asked who had referred me to the Empire.
As a heads up, the system for referring players and listing your referrer has changed since the way it was before.

Yep, back in the old days, (not that you're old or anything ) you listed your referrer on the website on register. Now, it gives you the chance to do so when you /register
