For the majority of players it's great to set them up with a residence automatically. They don't have a preference or understand the system. I understand you don't want people changing residences often due to the impact that has on the system (resetting a lot of blocks). However, for new players who understand the residence system already, either due to actually reading the guides, or being introduced from existing members of the community, they may desire to select a specific residence number instead of accepting the default. Or they may accidentally complete the tutorial on the wrong server different from their friend. Or they might want to build a residence next to the friend who introduced them to EMC. Furthermore, a subset of users will desire to live in the wilderness instead of in town, and take up a residence plot without building anything. Therefore, I think it's a good idea for new players to be able to unclaim residences once without waiting the usual 1 hour delay. Alternatively, it may be preferable to ask new players if they would like to be assigned a residence in town, rather than doing it for them automatically.
Definite yes! Ran into this problem when I first started (friends were on 2 and I ended up on 5!) and again with my alt (right server this time, but about a 20 minute walk from where I wanted it.

Are you certain that brand new players cannot unclaim their residence immediately? I've never touched that code, but I thought this was already a thing
100% positive. I've helped many players with this and encountered this problem many times. We even lost players because of it. I also suggested this some time ago and even Aikar agreed there.
Confirmed when setting up all 8 of my alt accounts, including the newest one which I set up yesterday.
