  9. It would not be scamming. Scamming is the act of getting something from someone else by promising something else in return and not delivering. He is not trying to get anything from anyone... He is purely just giving things away. Someone can change their mind on that.

  13. He is getting someone's time and this could also cause frustration. It would be the same situation as when there was a player hosting a free but impossible parkour that promised a prize to the winner. I am not implying that he would do so, I highly doubt he would, but it would be considered a form of scamming, or at least a negative troll which is against the rules.
