Dwight is one of the oldest and most respected members of the LLO. As far as I know he is the third oldest member(not counting zulu) who is still part of the community, others have left or moved on. And he is an adult too, he would know what is good and what is not.

The point Dwight is attempting to make is that the definition of claiming land as it stands is building something on it, as opposed to claiming it for future use. If we knuckle down and employ peaceful expansionist methods, Gangnam can grow quickly and prosper, and anyone who creates something which obstructs us can be swayed with a compensatory fee.
