Well, one might say it would be ideally cost-effective if every part of the computer is equally powerful. In that case, there would not be a bottleneck. This is not realistic, because depending on what you're doing, more strain will be put on different parts of the computer, and there will practically always be a bottleneck. However, I think you're mistaken in saying that a system without a bottleneck would be infinitely powerful.
