    because expanding requires more server resources, that would be wasted on plots that are technically abandoned.

    As Joy has said .. not so much in America.. sort of .. and other countries but yes, there are many places where it is still very taboo and actually dangerous in others but still Happy Pride for those who wish to celebrate it.. in your hearts or in the open.. you are loved regardless. <3
