  1. The overworld isn't even close to being "monopolized" on ANY smp you can establish an outpost within 15k (1875 blocks in the nether, around 2 minutes travel by ice boat path), and some much closer, of a protected spawn right now. If you were to use the same guidelines with the nether about not being able to establish an outpost next to existing infrastructure, player builds or outposts, you would have to go much farther out in the nether where few of the desired claims would be anyways. Then there is that by way of the overworld to nether ratio the nether is effectively smaller than the overworld so would require much less claims to push people further out.

on another note *points and laughs at jelle trying to put words in my mouth*
  2. Then we should adjust the nether distances appropriately. 5000 blocks from spawn is fair, I'd say. Outposts having a minimum of 3000 blocks in between them is indeed perhaps a bit much. Changing that to an eighth - so 375 blocks - would be better.

Perhaps we could also add a note to that distance, where instead claims would go 1500/8=187.5 blocks in every direction, they would instead only go 175 blocks in every direction, while keeping the 375 blocks limit (excluding outposts that belong together). This would mean that when land claiming eventually gets implemented, there would be an area of 25 blocks between every claim (that isn't of the same group) so ample space for netherrails and other methods of travel is still available.
