  10. If it has its own flag and spot in the United Nations, then sure! If it is technically part of Ireland (same flag/delegate in UN) then, sadly no. :D

  12. It is a country within the sovereign state of the United Kingdom, and does not have its own seat. But neither do the other constituent countries, and you're allowing Wales and England.
    Northern Ireland has no official flag and the matter of a Northern Irish flag is quite disputed, but the most popular neutral flag is St. Patrick's Saltire, the red x shape with a white background.
