  6. Sorry to double post, didn't want to combine the 2 topics. Here is a new constitution I would like to propose, it is not perfect, it needs additions and changes (possibly subtractions). Please comment below with any changes you would like to make and where you would like to make them. Here it is!
    We, the signatories of this document, declare ourselves to belong to the nation of the New Republic, which is hereby established through our self-recognition as such. The status of belonging to the aforementioned nation is not mutually exclusive or conflictable with being an Empire Minecraftian, an Emperian, an Empire Minecrafter or any other variation, nor is it conflictable with official legal nationality in the real world, it is merely additional to such qualities.
    The country known as the New Republic is hereby established, residing anywhere built upon and claimed by a recognized member of the New Republic nationality plus a 5-block radius, except where a construction built by a non-member obstructs it. However, its sovereign territory exists only in the wild where the State is directly ruling or has set up a subordinate representative government to assist the State.
    The state overseeing the country of the New Republic is hereby established.
    Citizens of the New Republic are known as Neorepublican. Neorepublicans are guaranteed rights and entitlements by the New Republic state and Empire Mine craft.
    1. Rights of the Neorepublican Citizen
    I. Neorepublicans are entitled to all human rights, independent of being written.
    II. Neorepublicans have the right to assist in financing the state, and if the need arises the National Assembly may levy fair taxes.
    III. Neorepublicans have the right to vote, stand in elections, and propose referendum options, and may organise themselves peacefully to achieve their goals.
    IV. Neorepublicans have the right to freedom of contract, as long as it does not affect the constitutional rights of others or themselves, and are free trade of all things tangible or intangible, real-world or Minecraft-based, useful or useless, goods or services or information, or anything else. However a person or persons may not sell information that puts the security of the NR in danger and if they do sell such information they can be charged with the conspiracy and treason.
    V. Neorepublicans have the right to life, liberty and the pursuit of economic self-interest, providing it does not unfairly jeopardise the self-interests of others.
    VI. Neorepublicans have the right to claim all land they have built on (plus a 5-block radius around it provided the radial area is not obstructed by a previous build, and where it is obstructed the claimant may claim the median between the two builds) as territory of the New Republic, Town-based or otherwise. However this does not make the NR liable for that territory for 3 months.
    VII. A person or persons may claim land they have not built on but plan to build on in a short period of time.
    IIX. Neorepublicans have the right to protection as prescribed by the Empire Minecraft Ten Commandments by both EMC staff and the state.
    IX. Neorepublicans have the right to free speech so long as it does not interfere with the security of another person, but only that person or persons.
    X. Neorepublicans are assumed mature, sane and non criminal. However this assumption will change if given valid reason to.
    XI. Neropublicans are entitled the rights of freedom of the press, petition, speech, peaceful assembly, and a fair trial by a jury of their piers among other unwritten rights.
    2. Power and Responsibilities of the State
    I. The State may only exercise its power to fulfill its responsibilities to the Neorepublican people.
    II. The State may punish any person who deprives a Neorepublican of their liberty or rights unfairly, using means no greater than contacting a moderator with the request of banning an offender as punishment.
    III. The State must protect the rights of all Neorepublicans.
    IV. The State is the only body capable of officially recognising someone to be Neorepublican.
    V. The supreme law making and budget deciding component of the State shall be the Grand Democratic Assembly, headed by the First Minister.
    VI. Should the State fail to execute its responsibilities, any citizen who feels the GDA has failed to do its required duty may start a petition to dissolve the Grand Democratic Assembly. If this petition gains 10% of the nation's estimated population a special election will be held. If during the election 70% of the voting population approves the proposition.
    VII. The Constitution may be amended if 66% of the population vote in favour of the amendment. No special elections shall be held for the specific purpose of ratifying or rejecting a proposed amendment.

    IIX. Any Neorepublican may petition a vote to override an Assembly motion, which will pass if 50% of the population vote in favour. The said petition will have to have 10% of the NR's estimated population having had signed it to go up for a vote.
    IX. The NR has no official language. However, the GDA will meet speaking English.
    X. The supreme judiciary bodys shall be the Grand Courts of Civil and Criminal Justice. The decision of the judges and jury on whether something is lawful or not is final unless a appeal is successful
    XI. The State may not keep secrets from the citizen population unless it puts the population at risk if the secret is leaked.
    3. Responsibilities and rights of the governmental branches
    I. The propose of the GDA is to make laws to protect its citizens. The GDA is also responsible for budgeting. The GDA may not pass a exo facto law(s). The GDA can vote to impeach a President if he/she has committed a significant crime. He or she may only impeach a president with a 2/3rds majority vote in the GDA. The GDA will also have the power to elect all ministers. The GDA is the sole body with the ability to declare war. The treasury shall also be under the control of the GDA the Treasury shall have two parts, the Mint, and the National Bank and the GDA shall decide how to run these two parts. The treasury will have one leader who will be the Minister of Finance. The department of the interior shall be in charge of building infrastructure, and will be headed by the Minister of the Interior. The GDA shall have a single member
    II. A second branch shall be formed. It will enforce the laws and protect those who wish to bring harm to the NR through military or terroristic means and both foreign and domestic. This second branch shall have a single leader in charge of managing this branch, this person shall be the President. The President may veto a law for any reason. The president will have a Secretary of Defense, who will be the second in command of the armed forces, first in command is the president, and a team of advisors of his own choosing. The Secretary of Defense shall also act as primary, but not chief, domestic police and military leader. There shall also be a second required appointed position under the president. This shall be the Secretary of State who is the nations second diplomat, below only the president.
    III. The third branch will be the Grand Courts of Civil and Criminal Justice. These courts will have subordinate courts formed and operated by the second branch mentioned above. The grand courts are only appeals courts, actual rulings are handed down by lower courts. The Grand Civil Court has the sole authority to declare a law contradictory to the constitution and therefore null. All justices shall be appointed by the president and approved by a simple majority in the GDA. The GCC (the Grand Civil Court) will deal with despaired between two person(s). The GCCJ (the Grand Court of Criminal Justice) shall deal with criminal matters .
    IV. The state may assume powers that are needed to fulfill its obligations so long as they do not violate the constitution.

If the GDA fails to pass a bill before the next election the same districts will be used as before even if they have more than 50 persons.
