Now, your response to this post confuses me.
First, you say to apply in the post

But when he does, you say "no wait lists".
So, how exactly do people get a voucher here, could you explain a little please?

Kyle, Think about this for simplicity.

Set up sell chests for the vouchers, and here is how you can still 'control' who gets the vouchers.
Have a few small single rooms with single sell chests and a door with an access sign to each room that you make for specific players that meet your 'approved to purchase' requirements.

This way, you can have them 'apply', and no payment will be required until they go and actually purchase it.
If they are 'approved' then put the voucher in a sell chest with an access sign above the door with their name on it.

I could see the fear being that a lot of people 'pre-pay' for one, transfer rupees, then play the waiting game.
This scenario would rid people pre-paying then being impatient.

Confusing requirements do not help, the simpler the better.
This is also why I suggested that you list How Many you have to sell.
