That's Maxarias's head - Snr. Staff/Admins have access to Aikar's specially coded command - /spawn playerhead (or something like that)

So awesomeee!! Anamoly found, though... (might be bug or intentional) if you go to the tools section and say /res unstuck, you can get out of the shop and go to the sphinx and pyramids and stuff... good job though guys!

It's a command that works anywhere so not an Easter egg, but yes it's a way

It would have made for sense for a new spawn. Nobody uses the Shop.

Try /town they did do some revamps to spawn. Also there are people who use /shop. How do you think shop owners determine prices? They use shop as a guide to sell stuff at lower prices to make money.
