This is why I wait a little while to see if new people can be trusted before giving them things, however offering help straight away should be done. Showering them with items straight away will make it seem like they can just ask for items and they will receive them.

Sometimes I give new players some basic blocks: stone, iron, wood, etc. Giving new players good horses is way too risky.

This reminds me of when it was practical to build roads making the entire wasteland reachable by anyone.
