In which case this is most likely a "yes/no" scenario and not a "to-what-extent" scenario. The only problem with this, as far as I can tell, is people digging holes to the void and passer-by falling in.

nfell did not get banned for that, he was just going through a bad time as younger ppl sometimes do and a perm ban was give - where maybe a 3 - 4 month temp ban with the loss of his items would have been a enough. I think that kind off ban would solve a lot of issues but who am I to say.
Some people, those things don't work with. nfell was a prime example. He holds the record for most kicks/tempbans for one single account. We really did try and help him out, but he was who he was.
I do agree some ppl never do learn unfortunately. Wow who knew nfell a record holder . Sadly though not in a good way.
Changing the way you treat players based on age is never a good idea anyways. As ICC mentioned here, nfell had been warned and punished many times before ultimately being banned, and just like every other player, well probably have the option to return at a later date of he so chooses. Many people think you treat age groups on here differently, but the truth is, is impossible to do that. You never know how old anyone is on the internet, but every individual agreed to follow the same rules, if their age prevents them following them, maybe they need to play somewhere else until they can.
Also, why was this even brought up? Nfell was never mentioned. Just legryff, so I am confused why your post was made at all.

My mistake I read Miss nfell instead of "Miss, fall" - > then followed -> "he get banned for it? Or was she not responsible?" Herp derp But still you and icc made a good point and I was not aware of what his circumstances where i.e that he got several warnings etc, I was just simply replying to the comment as I read it, it was unfortunate that I read it wrong. I agree with the warning system it is a good way to correct wrong behaviour. If the warning system does not make the difference then clearly your left with no other option, then to follow you ban procedures. As I made an error here I am quite happy for you to remove these comments as they did go off topic, although I may add not intentionally. Yes your right its not an easy thing to do.
