It definetly looks like a crossword puzzle to me, the numbers are the amount of letters you have for the word.
Huh, I looked more into this and it turns out that what is in Dutch called "cryptogram" is in English called "cryptic crossword", or "crossword" for short. In English the word "cryptogram" is used to describe puzzles based on letter substitution ciphers. Interesting! Still about the numbers, though: does 1 down consist of 3 words written in a row without spaces, then? Looks cool! Also another mega Noch set:
