As the official election commissioner, I am pleased to announce the results of the recent election.

The system of government now to be used by the Nation of Volt is a Constitutional Dictatorship with a grand total of 3 votes.

I am pleased to announce that we are now in the drafting stage of govermental structuring!! I shall be working on a draft and should have a preliminary draft by the end of next week. I will post all of the drafts. I would also like input on these drafts. No suggestion or idea is unworthy of being heard! I will also step down as soon as the election of a leader is over, unless I am re elected.

This is a very rough draft, its not finished, its not refined, but its something to think on. I would really like to hear what everyone things.

The Declaration of Establishment
I. We, the people of Volt, hereby establish ourselves as The United Republic of Volt (URV). We find it necessary to reinvent ourselves from our now former government, That former government being that of Volt, and establish The URV.
II. The goals of the URV are as follows:
A. To allow and encourage the development of business, and to allow each citizen of URV to grow and prosper.
B. To build a plethora of great and thriving cities into the unknown.
C. To keep the existing cities and towns populated and growing.

Governmental Structuring
I. The government shall be composed of a single leader. This single leader will have every power not listed in this document or in an equally important piece of legislation.
II. There shall be 3 levels of legislation. The first of these is the founding laws, these cannot be replaced or changed by this single leader alone, these may only be modified if a vote is taken over the matter. The vote must result in at least 67% of the population approving of the change. Level one laws are limited to matters concerning the constitution. The second level of legislation is the long term laws, These laws can only be put in place after an annual election, in which they must gain 50% of the popular vote. It must also be approved at time of implementation, by the single leader. Second level laws apply to government structure, below the national level, and which laws are second level laws. The third level of laws are leader specific laws. These laws are laws that apply to anything not listed above and can be repealed be any leader at anytime, they may also be petitioned to be repealed, if more than one quarter of the populus petitions for a third level law to be repealed, it will be brought up in annual elections.

III. Elections shall be held on a annual basis, or if the need arises due to a resignation or other special circumstances.

Reading over it again, I don't think we should have elections for the leader, if we are now a constitutional dictatorship. They should only happen when the leader does something unconstitutional, and in the case of that happening, the citizens of the nation should be at the ones to call for a leadership election, which should be followed by the leader.

The main reason for this is that I trust rock not to do anything stupid, and I don't really want to create the possibility of someone who would do something stupid, gaining power.

I just think that a leader can be terrible without breaking a law. I love Volt, and it would kill me to see someone run it into the ground. Annual elections would allow the leader space to work, make unpopular decisions, but it also keeps them in check, they know that even though the elections is 9 or 10 months away, it's coming. I'm also working on an the structure for an Army. This army can forcibly remove the leader if they refuse to step down.

The leader shall have 1 subordinate directly beneath the leader. Shall the leader be found incapable of performing his duties he may be removed when at least 50% of the population signs a petition to remove this leader. If this single leader is forcibly removed the Voltian National Army shall step in to hold elections to elect a new leader. The leader is to be removed every year, and replaced by a leader that was chosen in the annual elections.
II. There shall be 3 levels of legislation. They may also be upgraded to level two laws in annual elections.
III. Elections shall be held on an annual basis, or if the need arises due to a resignation or other special circumstances. Elections must always have 2 weeks of open voting. Voting mediums are, and shall be in game ballots, conversations over the forums, posts on the forums, or an online ballot.
IV. The government shall have an Army, called the Voltian National Army (VNA). The VNA shall be in charge of the government in the event of forcible removal, or resignation of the single leader. The VNA will also be in charge of informing the public, however this will not be the exclusive line of communications. The VNA will also have a corp of engineers, the Corp of Engineers will be in charge of building and maintaining infrastructure.

V. There shall be 2 levels of government the first is national government. The second is the state.

Another EDIT: We are also still looking for books for the library in Volt, we have 6 or 7 ATM but we are looking for more, almost anything will do. If you are considering donating, but are not sure if we want whatever document you have, we probably do, but you can pm or post below, as always. This has been a really long edit.
