  2. Why not just charge a toll fee? A fair bit easier to do. Actually gets you money and allows people to pass through easily. If you give people 3 days to pay the toll fee when they pass over they don't have to worry about being fined or whatever.
  3. I think this is better, as its kind of hard to stop someone from walking on blocks.

  4. That is a decent idea, but I rather have signed a personal contract by the people that need to sign it. Because I don't wanna tax people, as a Conservative person, I can't stand taxes. But if you want to discuss this in a pm, that would be fine.

  6. So, I have started a new organisation, the NRN

    (wow, i threw that logo together in 30 seconds, that came out good)

    So, we are a news organisation bringing you news about the NR. Currently, we only have a youtube channel, but plan to expand into a in game newspaper, an internet radio station of some sort (airing scheduled broadcasts, raging form music, to political talk shows.), and a form of real life paper (you print it out, or ypio format). We will start the first of out broadcasts tomorrow, and i am searching for some content, Any ideas..o yha, if you want to advertise, contact me (i will charge you minimally).

  7. Who would the toll go to? A toll is like a tax, except taxes are more evenly distributed.
  8. It would go to the private company the constructed the bridge.
  9. Than the company probably would only get part of what they expect from tolls. The only way to stop people from crossing it without paying is to ban them from the bridge. Even that wouldn't work.
  10. Good citizens would recognize the efforts of those who constructed the bridge. They would be morally obliged to give them thanks for being able to use their creation.

    1. A fixed charge or tax for a privilege, especially for passage across a bridge or along a road.
    NO TOLLS!!!!!
    I won't have it.
    The contract states the person's responsibility, like a driver's license would.
    It's an extremely fair contract at that and if we have responsible people here in the New Republic, than there shouldn't be a problem.
    I'm sorry I like laws and rules sometimes, so it doesn't end up into chaos.

    Ladies and gentlemen, you are all welcome to the first Friday News Bulletin, a weekly digest of all news and items of interest in the New Republic, brought to you by the Ministry of Communications and I, your Communications Minister, 72Volt!

    The headlines this week:[/SIZE]
    • Napoleon is elected as the First Minister of the New Republic, in a radical twist to the election interpretation.
    • The NR's central and official thread is re-opened by ISMOOCH, following an agreement made by 72Volt in the closing days of his premiership.
    • The newly elected First Minister, Napoleon, publishes his Official Agenda, which includes a restructuring of the Neorepublican Executive's ministries, plans to make Wrem the Capital of the NR, and plans to improve the Constitution.
    • The process to open the Militia/Stoneguard Path begins, as Kritacul publishes a contract detailing terms of use in regards to the privately owned infrastructural setup.
    • In EMC news, a force unclaim patch is released, and promotional Empire Fireworks are given away to celebrate July 4th.


    But firstly, the first quarterly elections of the NR have concluded, and Napoleon has been elected as the First Minister. The original plans by 72Volt were to elect a Grand Democratic Assembly of a maximum of 25 people, who would then elect a First Minister to assemble a Neorepublican Executive to govern the NR.
    However, this Westminster System, based on elections in the United Kingdom, came under harsh scrutiny when many people disagreed with it, on the grounds it was difficult to understand. Due to communication difficulties, the Election Commissioner led people to believe they were directly voting for a First Minister.
    Eventually, Dean_Catterson, Mayor of Wrem, proposed to 72Volt a presidential constitutional republican system, similar to that of the United States, and demonstrated it was backed by popular demand using a screenshot of chat showing people agreeing with the system. 72Volt agreed that the election would be interpreted under what was dubbed the Catterson System, and the election would be for a First Minister.

    Votes were counted, and it was announced on the newly reopened NR thread that Napoleon, Leader of the EMC Militia, had received the most votes, and had been elected First Minister. Napoleon received congratulations from across the NR. 72Volt quipped "Please be aware that I am going to backseat drive the crap out of you," to which Napoleon responded in his first address as First Minister, "Please be aware that I am going to need you 110% to backseat drive the crap out of me."
    Napoleon went on to thank everyone for the congratulations in his address and invited Supereskimo to his Provisional Executive. He then made his main speech, thanking his voters and promising he would appoint an Executive and publish an Official Agenda. Napoleon later went on to publish the agenda, as promised. He made the following provisions in the agenda.

    • A restructuring of the ministries in the Executive Committee, as follows.
      • An Office of the First and Deputy First Minister, with much of the same powers as before.
      • A Secretariat Of State with roles clarified to include a 'judicial' branch, a 'law enforcement' branch, and a 'military' branch. Supereskimo has assumed this position.
      • A Ministry of Infrastructure with much of the same powers as before. Kritacul has assumed this position and appointed NetherSpecter as a Deputy.
      • The Office of Economic Administration has been scrapped, and replaced with a Ministry of Finance, led by a Treasurer, who will manage, publish and 'strictly' record all finances of the NR, and introduce a tax system with property taxes. The Treasurer position has yet to be filled.
      • No mention has been made of a Foreign Secretariat.
      • The Ministry for the Economy has been scrapped.
      • A new ministry has been established, known as the Ministry of Communications, headed by a Communications Minister, responsible for briefing the nation on current events, establishing state media, and mediate between players to prevent flamewars, as well as establishing a website. The Communications Minister position has yet to be filled, but 72Volt, the former Provisional First Minister, has been tipped for the position.
    • A stance of open-mindedness on the Grand Democratic Assembly, proposing multiple ideas, as well as on the topic of Neorepublican federation.
    • A motion to make Wrem, the largest city, the capital of the NR.
    • Plans to reform the Constitution, likely meaning the addition of the Charter of Conduct, Rock00888's amendments to make the Constitution ensure fairness and the rule of law, and other changes.
    • Plans to hold more events, such as drop parties, giveaways, the 'occasional wither raid', and 'something to do with dragon eggs'.
    Napoleon said he will probably 'add a million more things as I think of them, but I think this is what the NR needs'.
    As the NR approaches a completion of its constitutional foundations to become a fully functioning normal sovereign state, spirits are high, and the fruits of the future are in sight. Will Napoleon's government bring us success in that future?


    In other news, the NR's self-titled central thread on the Empire.us forums has been reopened after 2 weeks and 2 days, following a lock imposed by the moderator ISMOOCH on June 14th. As he reopened the thread, he made this announcement:

    "After some discussion with 72volt and other members, this thread will be reopened. For the history of the NR, the posts that remain will stay for record keeping purposes. 72volt will be posting a new set of rules that must be followed in the thread for its continuation. I will say that this will only happen once. If the thread reaches a point it needs to closed again, it will be sealed forever in the dusty vaults of EMC's forgotten realm."

    72Volt proceeded to reiterate the anti-flame rules he had previously set out, and announced weekly reports on Arbitration Committee cases, and the Charter Of Conduct set of amendments. An agreement was accomplished in a conversation begun by 72Volt, containing 6 people.

    • 72Volt, acting in his capacity as Provisional First Minister,
    • Supereskimo, acting in his capacity as Provisional Deputy First Minister,
    • Dean_Catterson, observing as Mayor Of Wrem,
    • NetherSpecter, observing as Mayor Of Stoneguard,
    • Queendiva1, representing the leadership of the Pazzo Empire,
    • ISMOOCH, representing the Staff of Empire Minecraft.

    72Volt posted the terms of the agreement in the conversation OP, which attracted agreement from all 4 of the Neorepublicans attending. Queendiva1 did not participate in the conversation. ISMOOCH voiced opposition to a measure in the conversation stating that each Neorepublican city could have its own thread, so it was dropped, and the central thread was subsequently unlocked. ISMOOCH apologised for lateness in unlocking the thread, citing his daughter's birthday as the responsible obstruction.
    It now appears that all active Neorepublican citizens have learnt their lesson, so to say. Disruption in the 6-7 pages which have arose following the unlock has been almost completely minimal, with few disagreements if any. The clock is now ticking for the Charter of Conduct to come into effect and be amended to the Constitution, or another flamewar could potentially arise, locking the thread for good.



    In other news, the Militia/Stoneguard Bridges and their connecting paths have been under private ownership of the EMC Militia since their construction, and use has been restricted to Militia members. However, Kritacul, the Militia's 3rd In Command, has recently published a contract for users of the bridge. He has stated that once enough people have signed up, the bridge will be opened up to the public.

    The infrastructural combo, which connects the Wrem Cluster of the NR to the Stoneguard Cluster by 2 bridges and a road complete with Powered Rails, is believed to be of crucial importance to the two clusters, as their is a high demand for travel between them, and the opening of the Milita/Stoneguard Complex should ease this greatly.

    In Empire news, there have been 2 releases this week. The first is the Force Unclaim patch, allowing anyone to claim a derelict residence automatically for a 5,000r fee. According to IcecreamCow, the admin making the announcement, the patch will allow increased efficiency among the 6-strong top Staff team of Admins and Senior Staff, as they will not have to micromanage residence unclaims and they will have time to be more productive. The dereliction period has also been increased from 10 to 15 days, and is now viewable using the /p command.

    The second release is the release of 2 EMC exclusive items for sale, an Empire Firework, previously released for New Year's Day earlier this year, and an Independence Day Firework, to celebrate the American national day, the 4th of July.
