Each floor is for a different tree type and is a specific number of blocks high to make it easier to farm the trees.

What are the outside length and width dimensions?

As long as there are 2 blocks of empty space between each tree, you can make each floor as long/wide as you want. I made it big enough for 25 trees per floor, which comes to something like 100-150 logs per floor.
