Why don't stony peaks generate in temperature 4 regions?

It's odd that there aren't any stony peak biomes in temperature 4 regions of Minecraft when they were created precisely to avoid having the snowy frozen or jagged peak biomes in temperature 3 regions. Windswept savannas and mangrove swamps still generate in temperature 4 areas, and there are mountain peaks in some badlands biomes. However, the badlands just go all the way up the mountain, no matter how high it is.

    Why did Mojang not at least add stony peaks to the drier areas in temperature 4 regions, and maybe even have both temperature 3 and 4 regions have a unique tropical alpine forest in more humid regions? Literally the only biomes that can generate in the hottest regions of Minecraft are deserts, badlands, warm oceans, wooded badlands, mangrove swamps, windswept savannas, eroded badlands and mushroom fields, in roughly descending order of probability. This also means that emerald ore doesn't generate at even the highest elevations in temperature 4 regions.
