+1 Call it Programming/Scripting or just Programming. One of the rules should be that you have to specify the language(s) in the thread title. No subforums are needed yet. They can always be added later.

Definitely think it should be Progrmming and Scripting - mainly so people don't confuse HTML as programming.
I think this would be great! I see threads that would go here very often. I really like the name "Technology corner".
I suggest that subsections be formed only after a "critical mass" of post exists dedicated to a specific subject. Programming languages are a low hanging fruit, but until you see which ones are discussed ad-nauseum, you could end up with 10 relatively unused subsections because say only Java, C# and php are really being discussed in high volume. (Random language choices) And focusing only on languages really ignores larger and more important topics like architecture, design, and such. The language is how you implement. The rest is how you do it right.
