I said this yesterday in the promo suggestion thread

It's not that it has to be only US things, no. It's just not too many at a time. When we hadn't got the fireworks, well, why not do chinese new year. But you can't do everything at the same time.

I highly doubt that these promos would be in place during the Chinese New Year.. I am only bringing up now as to give Aikar's Dev team time to program it should they choose to do something for it, and I offered the Zodiac as a possible suggestion.. o3o
