i like the idea of having it for res use mainly for the shear amount of events i host currently and plan on building in the near future but i think if this could be implemented for res use only "ie have it pm the player or send a message in /ch r" i think it would be a amazing but broadcasting to town chat would cause to many issues

Really like the general idea so long as lots of thought goes into its implementation you've clearly thought about it a lot but discussion and testing always brings up things you hadn't thought of (as has already happened in this thread)
It wouldn't reduce lag, since the CPU would have to check if the player is available to activate the message or not.
A little delayed response , but it would only check if the plate is active, once, so it wouldn't cause lag.
