Well, to shorten it up it is pretty much an easier way to access the EMC website to check the forums or even update a status. The staff decides whether is costs money or not to download.
In the next version of XenForo, the software which runs the site, there will be a mobile layout. I don't know how easy it will be to put into EMC but an app would be unnecessary. And it has already been tried, and it was not very successful.
