   Zombie, Skeleton, and Creeper heads are all normal for me. All other mob heads, peaceful and otherwise, as well as player heads show up as generic Steve heads.
   
   I have tried loading up with multiple different versions including 1.8 and it doesn't make any difference. The one thing I've noticed which seems to distinguish Zombie, Skeleton, and Creeper heads is that those three have a distinct item descriptions when I type /iteminfo whereas others do not. Could this be why some don't show up?

   That is because those heads are separate items in the creative menu. So they have different id's, unlike player heads.

   It might be due to mojangs rate limiter :/ They have some system in place that messes up for servers like ours with multiple servers on the same machine.
   
   the current server version should make heads act better, so im leaning towards the rate limiter being the issue.
