Interest in a Federation of outposts?

  1. It can to an extend. There's a huge number of federations around the world that have autonomous states. This is especially true in Spain and Russia. These regions are afforded significant powers of their own, but are still part of a larger federation.
  2. Spain isn't a federation. It's a Kingdom with regions who have devolved parliaments, very similar to how the UK functions. Also similar to the UK, not all of these regions have the same level of devolution or autonomy - in a federation, all states have an equal level of such freedom.
  3. autonomy means self government, if you have to report your laws and trade deals to a higher authority you are not truely self governing. neither the states in spain nor russia are able to act without "federal" approval even if that federal approval means ignoring what they are doing.

    by definition a federation cannot be autonomous
