It would be. One of my three main roads is an arterial highway so it's high priority. It just seems like the county didn't do much, unlike the cities and state (however, my dad, who works for the electrical company, said the roads in the other end in the county do get plowed more often because they can be steep).
Large hills in the county's west end, small mountains and a plateau on the east end, and the central region where three of the four towns/cities (including the medium-sized urban one) are. It is, however, near the edge of a relatively flat basin which is dozens of miles across (that's where the creeks and rivers here run into).
