Emoji's appearance are dependent on the OS, not the browser. I think Tom uses Windows XP or Windows 7, perhaps. Programs can change the look of Emoji themselves: Facebook and Hangouts do that, for example. But outside of those programs, like here, it's dependent on the operating system.
