I do not know if everyone who is denied does not get a reply, but do not expect one. Just always stay optimistic.
No one is denied, just not chosen for this intake of new moderators. I do not envy community managers needing to decide on who is chosen and who is not. I am sure there are many candidates who would make great moderators but alas the CMs must limit the number chosen during each intake. I do believe some of our current staff have been not chosen for previous moderator intakes. As to why they became selected when previously they were not, I don't know but I suspect they continued to be good helpful players throughout.
I can't wait until they look for more mods, just I need to spend some more on the server first, as I have not long joined but I'm already dedicated and in love with the server and especially it's community! And congratulations to those who got mod this time!
