You cannot recieve the new stuff by completing the tutorial. That is only for new players. You'll have to either register an alt or purchase them from an alternate source.
I got all excited reading someone say yes, then completely bummed when you said no. I could really use a few of those... but I probably have enough rupees to buy it anyways. However, free is always the best price!
