If this is a "pay-to-store" business, I'm pretty sure it counts as a bank, and therefore is not allowed on the Empire. It's a cool concept, though.

Can I use my storage unit to host illegal gambling? What happens to my stuff if you get banned? If I get banned who gets my stuff? If the stuff I have gets stolen. Is there insurance that will cover it? Will I get full container access on your res or is it simply and access sign on the storage chest?
To me, this isn't a hard concept. I give you perms for chests, and you store your items. In the event I got banned, you can retrieve it before I got derelict. There isn't a way for people to steal things unless you let them in.
You have an access sign on a door, but if move was off then I guess thats an issue but staff would probably get your stuff back. I don't see a reason for getting banned anyway. Why are you guys looking at this so negatively?
When you are banned, your res becomes untouchable. Access signs and res perms no longer work. Staff won't be able to retrieve your items either as explained in the rules. I'm not looking at this negatively, I'm just explaining what happens when you are banned. The staff perspective on this. If a user gives the items to PartyScary(or any Item bank host), for this business, the items are his. Staff cannot interfere with this business, so is at the user's risk
Alright, but I really don't think i'd be banned. What you're saying makes sense, however you are mostly just criticizing on a hypothetical level
but why would I do that and ruin my business, and lose all my income? not to mention, destroying any reputation I had and make no money from a buisness?
How am I criticizing? I only explained to you what happens when you are banned. I never said it was a bad idea or that you shouldn't do it. In fact, only one of my posts was on the idea itself and said post was just asking for clarification as to what your service was. All the others were explanations of how things work. That is not criticism, that is me trying to be helpful.
Though it does work just like a real life storage unit (Which I do have experience with), players don't really have as much of an incentive or need for this in Minecraft as people might in real life. Chests are extremely cheap to make, and properties already have a ton of room on them, so players can just make their own chest rooms at a lower cost and easier convenience for themselves. I know this is allowed, but I don't see it being very profitable.
I was just joking around... Your business is fine it's just not for me. I prefer to keep my items in my vaults or on my own residence.
