No. You will need to unclaim your res on smp8 and then claim a new one on smp4. If you haven't built a lot on smp8 that won't be an issue. Here is how you do it: /res unclaim then go to smp4 and do /v open and then /claim. Please make sure you take all your items off your res on smp8 first and vault them. You can access your vault by typing /vault. If you have already built a lot and you don't want to start over, you can have senior staff move your entire res to smp4. Please see senior staff services at ss.emc.gs.
I'll let others weigh in on why you should move to their SMP. Some are more active, others are better for economy, others are more wacky, some are more laid back and quiet; etc.
