Well, it's encoded in modified base64... but what you get out is close to random. However, any good encryption algorithm will produce output that is as close to random as possible, so that's still not evidence of it being random. I think it's likely information regarding the error that has been encrypted and modified base64'd so that only Google could get at it, if they came across it.
