This could be a forum or a UI. A player can place instructions that a staff member could execute in the event the player goes derelict. Options could include adding specific people to the derelict user's friends list (maybe they didn't want them messing with their stuff, but they don't mind if they aren't coming back) or vouching for specific people for short adjustments to builds.
