Villager spawners are not available in EMC, but you can make a breeder Spawn egg a horse(eggify) by rightclicking the horse with a stick(it might require shift click) To make more horses you breed 2 horses together(i think it can breed with carrots)
You can egg passive mobs by right clicking them with a stick. This does cost 100r per mob in the wild, but it is free in town. To breed more horses you can use golden carrots (there are a few other things, but I forgot what they were). Just right click on two fully grown horses that you tamed and they will produce a baby. There are no "spawners" on EMC, just spawn eggs. You can get a villager egg by right clicking on a villager with a stick. I sell horses on /smp2 /v +tower buy the 130 speed horses. Breed them with golden carrots. <----- I don't sell golden carrots.
