Jail breaking your iPad is against the ToS of Apple, considered Illegal since it allows you to acquire applications without paying for them. If you are able to get a new one or get it fixed. Please do not attempt to "jail break" your device.
Jailbreaking it's self is legal. When jailbroken, using a third party tool to get free App Store apps, is not. The legal jailbreak apps are the ones you can only get off Cydia.
