I don't think the DC is a requirement here because the item is enchanted.

Lol was off the site until now, and a bid’s been placed. Curious if negotiations can be made to cancel bids, as hash is certainly uncertain, and the value is even lower than I originally thought it to be, as on can get a lot of diamonds and emeralds by voting.

No, bids cannot be cancelled. Once a bid is placed, the bidder and auctioner are bound to it until/unless another bid is made (such as the one by ThaKloned). And the single enchanted book is allowed to be auctioned (normal or reverse) in units of 1.
