What seems to be the problem?

Nothing. :/ I did the Dell hardware test and it reported no issues, and at this point it also cannot be caused by a misconfiguration in Windows.

The most stirking issue is that it does not shut down (or restart). Initially clicking buttons or running shutdown.exe doesn't do anything at all, but eventually (between a few minutes to an hour, I haven't timed it yet) it does go to the blue screen letting you know it's shutting down. But nothing has happened after this point.

I haven't let it continue trying for 12+ hours, though, as at some point it goes into sleep mode automatically, and it would seem like a waste of power to prevent this. Because in any case, it should never take more than an hour to shut down.

Try disabling fast startup. That "feature" is known to cause all sorts of weird things to happen. With my laptop, leaving it enabled causes the laptop to instantly turn back on after it shuts down.

It would also cause my old desktop to BSOD randomly. Disabling it fixed both those issues.
