The 4 parties in power might disagree, fight, have their supporters drip away when they're viewed as complicit in the coalition's wrongdoings (see: the SDP losing voters because they're viewed as Merkel enablers in Germany). Give the opposition party a strong leader and I'd say them.
Reform is only one who rejected going coalition with EKRE(that far-right one).
Isamaa party started attempts to form goverment with Keskerakond and EKRE since Reform went for Keskerakond instead(but only if Reform drops their income tax system red line before even negotiation).
Reform now tries to get SDE and Isamaa on board again, so its Monday if they are going to negotiate or Isamaa+Keskerakond+EKRE coalition :P
looks like things are slowly heating up inside Keskerakond.
Especially when power tripping EKRE claims coalition talks already started day after election :3
btw eesti parliament only now stopped slacking and reassembled + only now can president appoint Reform's PM candidate (keeping her promise winner gets to be candidate) with 2 weeks of support ¯\_(ツ)_/¯
