That's probably on a really large network, which many people were using at that time, meaning the download will be used a lot, while the lesser utilised upload won't be utilised as much. This is probably also why the ping is so high: many people using the network.
its exactly what tomvan said, its a business connection that probably has similar download speed but there is something like 100 people using it at the same time and probably 40 of them have facebook, youtube or some game open.
